Take the original document to the closest office of the Bishops’ Conference and ask for an “interpretation” of this CE by the Congregation for Divine Worship, which, contrary to its name, is not an office of the Vatican, but an office of the Vatican Congregation for Divine Worship (a department of the Congregation for the Doctrine of the Faith). At the very least, they will try to explain the more serious difficulties that are posed by this CE.
